  1. Heat neutral oil in a large skillet or wok over high heat. Add the ground beef and cook, breaking it up, until browned. Drain excess fat.
  2. Push the beef aside, add garlic and ginger to the pan, and cook 30 seconds until fragrant.
  3. Add the vegetables and stir-fry 3-4 minutes until crisp-tender.
  4. Stir in soy sauce, brown sugar, sesame oil, and red pepper flakes; toss 1-2 minutes until everything is glossy.
  5. Finish with scallions and sesame seeds. Serve over rice or noodles.
